Parsing The USPTO's Proposed Rules On Internal Review

 On Friday, the U.S. Patent and Trademark Office published a notice of proposed rulemaking. This notice proposes new rules governing preissuance internal circulation and review of decisions within the Patent Trial and Appeal Board, under Title 88 of the Code of Federal Regulations, Sections 69578-69583.
